One team, one contract

LCCL Construction is a design and build company based in Finchley N3, working in Fulham for over 20 years. One team, one contract: architects, structural engineers, project managers and builders coordinated by LCCL take your project from first sketch to handover.
Fulham's Victorian terraces — Parsons Green, Munster Village, Sands End — are side-return and rear-extension houses with roofs for rear dormers and L-shaped dormers; basements are common too. Fulham was named among London's best places to live in 2026.

Planning in Fulham
Hammersmith & Fulham runs standard permitted-development and householder routes with conservation areas in Parsons Green and along the river; basements need a construction method statement. Two party wall awards per terrace is the norm.
Conservation areas and Article 4 directions in Fulham
SW6 has a dozen conservation areas — Bishops Park, Central Fulham, Crabtree, Fulham Park Gardens, Fulham Reach, Hurlingham, Parsons Green, Sands End, Walham Green, Walham Grove, Putney Bridge and Sedlescombe Road — and the council extended eleven of its conservation areas on 13 November 2018. Householder Article 4 directions apply to specific properties within the conservation areas, so we check the address first; in any conservation area roof extensions, side extensions and two-storey rear extensions in a conservation area need planning permission (a single-storey rear extension within the national 3 m or 4 m limit is still permitted development). The one borough-wide direction is on basements: made on 25 April 2017 and in force since 26 April 2018, it means you need full planning permission to create or extend a basement anywhere in Hammersmith & Fulham. Streets outside the conservation areas take lofts and single-storey rear extensions on a Lawful Development Certificate, with the larger 6 m extension through prior approval.
The rules Hammersmith & Fulham applies
The Local Plan and its Planning Guidance SPD were both adopted on 28 February 2018. The council’s Planning Guidance key principles for house extensions (HS4) expect a rear extension of no more than 3.5 m in length, at least 4 m retained to the rear boundary and no more than half of the original rear open area covered. The council’s basement requirements, restated in the emerging Local Plan (draft policy DH10), are one storey, extend no further than 50% of the depth of the house or garden, keep at least 1 m of soil above any part beneath a garden, lightwells kept as discreet as possible, and a a Construction Method Statement by a qualified structural or civil engineer.
Light to neighbours
Hammersmith & Fulham writes the daylight test into its guidance: key principle HS6 measures a 45-degree line from the rear boundary (at ground level where the neighbouring gardens are under 9 m long, at 2 m height where longer) and HS7 requires an unobstructed 45-degree angle from neighbouring windows, with new windows at least 18 m from existing habitable-room windows. We design to both lines from the first sketch.
Fees and timescales
A householder application costs £548 (from April 2026, plus the Planning Portal charge) with an eight-week decision period. On the 2025/26 schedule the council’s written householder pre-application advice is £435 (ten working days), £630 with a meeting, or £1,320 for a basement or listed building. Party wall notices run alongside planning: two months’ notice for works to a shared wall, one month for excavations within 3 m or 6 m of a neighbour’s foundations.
Building control
Hammersmith & Fulham runs its own building control service. We use the council inspector on every project. Typical inspection points are commencement, foundation trenches, oversite and damp-proof course, drainage before backfill, structural steels and joists before they are covered, insulation and fire-stopping before plastering, then completion. We book each one and hand you the completion certificate at the end of the job.
Anderson's advice: start the party wall process early
Most clients underestimate the party wall timeline — it can add three months to a semi-detached or terraced project. We raise it at the first meeting so notices go out while the design is still being finalised, not after.

Frequently asked questions — Fulham
Often not — most loft conversions outside conservation areas fall under permitted development (up to 40 cubic metres on a terrace, 50 on a semi or detached house). We confirm it with a Lawful Development Certificate from London Borough of Hammersmith & Fulham before work starts. Inside a conservation area, or for a flat, planning permission is normally needed.
Guide ranges for 2026: a single-storey rear extension is £42,000 – £90,000 inc. VAT (£35,000 – £75,000 + VAT) and a side return £42,000 – £93,600 inc. VAT (£35,000 – £78,000 + VAT), design and build inclusive. The final figure depends on postcode, access and site conditions — the instant estimate applies your area. Your written estimate is fixed once the Schedule of Works is agreed.
A loft conversion typically takes 8–12 weeks on site and a single-storey extension 10–14 weeks, after 6–12 weeks of design, planning or LDC, structural calculations and party wall notices. We give you a programme with your proposal.
