Planning in Notting Hill

RBKC's Pembridge, Norland and Ladbroke conservation areas and basement policy apply; roof extensions are only accepted where the terrace already has them. Heritage statements and party wall awards are standard.

Permitted development in Notting Hill: what goes ahead without a planning application

Mostly a planning application. Notting Hill sits inside Kensington & Chelsea’s conservation areas, where more than 200 street-specific Article 4 directions apply, the Norland direction (2013) covers any enlargement and every basement needs permission; most schemes go through a householder application, which we handle, and the Ladbroke appraisal resists added dormers on uniform terraces. Flats and maisonettes have no permitted development rights, whatever the street, and inside any conservation area a dormer or roof enlargement needs a planning application even where a single-storey rear extension within the limits does not.

On a house outside those streets, a rear dormer loft (40 m³ on a terrace, 50 m³ on a semi or detached house), a hip-to-gable, a single-storey rear extension of 3 m (4 m on a detached house) and a side-return infill are permitted development, and we apply for a Lawful Development Certificate on every one so the position is confirmed in writing. See our fixed-price permitted development projects — from £32,400 inc. VAT (£27,000 + VAT) for a Velux loft and £42,000 inc. VAT (£35,000 + VAT) for a 3 m rear extension, design and build inclusive, postcode dependent. Not sure whether your project needs a planning application?

Conservation areas and Article 4 directions in Notting Hill

Most of Notting Hill is inside a conservation area. Ladbroke (designated 1969, appraisal adopted 15 October 2015) covers the Victorian stucco and brick terraces and the communal gardens behind them between Ladbroke Grove and Kensington Park Road; the appraisal notes that most houses were built with half basements, that enlarging or adding dormers on uniform terraces “has had a deleterious effect” (para 3.57) and that additions to the formal rear elevations onto the communal gardens have harmed the group (3.64). Norland (29 January 1969, appraisal adopted 23 March 2020) is the planned 1840s–50s estate around Royal Crescent and Norland Square; its Article 4 direction, in force since 3 July 2013, removes permitted development for any enlargement or alteration of a house, garden buildings, front hardstandings, gates, fences and walls and the painting of brickwork or stucco, and the appraisal flags enlarged closet wings that dominate the rear elevation (3.62). Pembridge, Kensington Park and Colville make up the rest of W11. On top of these, RBKC has more than 200 street-specific Article 4 directions in its conservation areas — including Ladbroke Grove, Ladbroke Gardens and Square, Kensington Park Road and Portobello Road — removing permitted development for window and door replacement, front boundary walls, roof coverings and other front-elevation changes. In practice every Notting Hill project is a planning application with a heritage statement.

Basements in Kensington & Chelsea

Every basement in the borough needs full planning permission: the borough-wide Article 4 direction made on 15 April 2015 came into force on 28 April 2016. Local Plan 2024 policy CD11 (the plan was adopted on 24 July 2024) limits a basement to a maximum of 50% of each garden or open part of the site, no more than one storey, at least 1 m of soil above any part of the basement beneath a garden, and no excavation underneath a listed building, and every scheme needs a Construction Traffic Management Plan. The council’s Basements SPD (adopted 14 April 2016) remains the detailed guidance. Roof alterations are decided under policy CD12 and extensions under CD13.

Fees and timescales

A householder application costs £548 (from April 2026, plus the Planning Portal charge) with an eight-week decision period. RBKC’s planning advice service (from 1 April 2026) charges £559 for a householder level 1 (two weeks) or level 2 (four weeks) response and £680 for level 3 after a meeting; with subterranean works the fees are £722, £1,089 and £1,210. Level 1 is not available for listed buildings, and the council’s Fast Track service is suspended until autumn 2026. RBKC sets no numerical daylight rule; we design to the 45-degree line as standard. Party wall notices run alongside planning: two months’ notice for works to a shared wall, one month for excavations within 3 m or 6 m of a neighbour’s foundations.

Building control

The Royal Borough of Kensington and Chelsea runs its own building control service and runs the LABC Partner Authority scheme. We use the council inspector on every project. Typical inspection points are commencement, foundation trenches, oversite and damp-proof course, drainage before backfill, structural steels and joists before they are covered, insulation and fire-stopping before plastering, then completion. We book each one and hand you the completion certificate at the end of the job.

Anderson's advice: start the party wall process early

Most clients underestimate the party wall timeline — it can add three months to a semi-detached or terraced project. We raise it at the first meeting so notices go out while the design is still being finalised, not after.

Frequently asked questions — Notting Hill

  • Often not — most loft conversions outside conservation areas fall under permitted development (up to 40 cubic metres on a terrace, 50 on a semi or detached house). We confirm it with a Lawful Development Certificate from Royal Borough of Kensington and Chelsea before work starts. Inside a conservation area, or for a flat, planning permission is normally needed.

  • Guide ranges for 2026: a single-storey rear extension is £42,000 – £90,000 inc. VAT (£35,000 – £75,000 + VAT) and a side return £42,000 – £93,600 inc. VAT (£35,000 – £78,000 + VAT), design and build inclusive. The final figure depends on postcode, access and site conditions — the instant estimate applies your area. Your written estimate is fixed once the Schedule of Works is agreed.

  • A loft conversion typically takes 8–12 weeks on site and a single-storey extension 10–14 weeks, after 6–12 weeks of design, planning or LDC, structural calculations and party wall notices. We give you a programme with your proposal.
